Assistance for Homeowners

The Home Repair Program provides funding and technical assistance for the rehabilitation of single-family housing owned and occupied by lower income households.
 

The Energy Conservation Program provides funding to enable lower income households to make energy efficiency improvements to their homes.
 

The Homeowner Assistance Program provides funding to assist lower income home owners with the cost of improvements required by local municipalities.


 


Home Repair Program 


 

 

What does the Program Do? 

The Home Repair Program provides assistance to low and moderate income homeowners in Lancaster County to complete necessary repairs to their homes.  Our professional staff will help you address safety issues and comply with local building codes.  

Eligibility for the program is based on income, credit and available equity in your home.

What are the Benefits to Me?

  • Free Home Analysis     Our trained staff will analyze your home and work with you to determine what needs to be repaired. 
     
  • Free Monitoring of the Construction Work      We will help you to monitor the construction work being done and will help you solve any problems that may arise during the construction process. 
     
  • You Choose a Contractor     You can use a contractor you already know or you can choose a contractor from our list of qualified contractors who have completed projects similar to yours. 
     
  • No Monthly Payments     You are not required to make any monthly payments while you own and reside in your home.  The loan will be repaid when you sell your property or transfer ownership to someone else. 
  • No Interest Loan  You do not have to pay any interest on the loan.

To find out how to apply for the Home Repair Program, contact the Loan Administrator at the Lancaster County Redevelopment Authority at (717) 394-0793 or send us an email or complete a short questionnaire, mail it to us and we will call you to discuss how we can help you.

Energy Conservation Program


 

The Energy Conservation Program assists low and moderate income homeowners to make energy efficiency improvements to their homes.

Eligibility:  In order to qualify, an applicant must be a low or moderate income resident of Lancaster County (outside of the City of Lancaster), and own and live in the home to be rehabilitated. To be eligible for the program, an applicant’s annual income may not exceed the Income Limits associated with their household size.

Homeowner Assistance Program


 

The Homeowner Assistance Program assists low income homeowners with the costs related to curb/sidewalk installations and water/sewer connections required by local municipalities.

Eligibility:  In order to qualify, an applicant must be a low income resident of Lancaster County (outside of the City of Lancaster), and own and live in the home to be rehabilitated. To be eligible for the program, an applicant’s annual income may not exceed the maximum income in the table below associated with their household size.

Financial Assistance:  A grant of up to $750 is available to assist a low income homeowner with the cost of municipally mandated improvements. This is a grant which does not need to be repaid.
