The VACANT PROPERTY REINVESTMENT
PROGRAM assists municipal officials deal with vacant and blighted
properties in their jurisdictions. If the municipality has had no success in
getting the owner of the property to bring the property into compliance with
their property maintenance code, the municipality may refer the property to the
Vacant Property Reinvestment Board. The Board goes through a state-regulated
process to encourage the owners to fix up their properties. If they do not
comply, the property is determined to be blighted under state law and eligible
for acquisition through eminent domain or a negotiated sale. The property is
then referred to the Redevelopment Authority’s Vacant Property Reinvestment
Program. If the property is accepted into the Program, the Authority will
acquire the property and transfer ownership of the property to the referring municipality.
The municipality has options for dealing with the property. They can
remove the blighting conditions themselves and then keep or sell the property
or they can sell the property “as-is” and require the new owner to remove the
blighting conditions.
