PUBLIC MEETING LANCASTER COUNTY’S FISCAL YEAR 2020 ANNUAL ACTION PLAN

The Redevelopment Authority of the County of Lancaster will hold a public meeting on Tuesday, June 23, 2020 at 4:00 PM to provide the general public with an opportunity to review and comment on Lancaster County’s Fiscal Year 2020 Annual Action Plan. The meeting will be held remotely, through video conferencing. Anyone wishing to attend the video conference meeting via Zoom should contact Aimee Tyson via email at [email protected] to obtain information to join the meeting. The public comment period for the Plan begins with this notice and ends prior to the Lancaster County Board of Commissioner’s meeting on July 1, 2020. Written comments should be addressed to Justin Eby, Lancaster County Redevelopment Authority, 28 Penn Square, Suite 200, Lancaster, PA 17603.

The Annual Action Plan presents the objectives to be achieved and the activities to be undertaken using $5,695,440.28 in new funding, program income, and prior year resources, provided to Lancaster County by the U.S. Department of Housing and Urban Development through the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grant (ESG) Program.

This plan is prepared annually for the United States Department of Housing and Urban Development by the Redevelopment Authority of Lancaster County on behalf of the County of Lancaster, PA.

LANCASTER COUNTY’S FISCAL YEAR 2019 ANNUAL ACTION PLAN

The Annual Action Plan presents the objectives to be achieved and the activities to be undertaken using $5,744,335 in new funding, program income, and prior year resources, provided to Lancaster County by the U.S. Department of Housing and Urban Development through the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grant (ESG) Program.

Notice of Proposed Substantial Change

 The Lancaster County Redevelopment Authority, on behalf of the County of Lancaster, is providing this notice of a proposed substantial change to the 2018 Annual Action Plan to be submitted to the U.S. Department of Housing and Urban Development (HUD). In accordance with the federal regulations governing the use of CDBG funds and the County’s Substantial Change Policy, the Lancaster County’s 2018 Annual Action Plan will be amended to transfer $400,000 in funding for Owner Occupied Housing to Public Infrastructure projects ($300,000) and Blight Remediation projects ($100,000).

The public is invited to comment on the above changes in writing, by June 4, 2019, to Aimee Tyson, 28 Penn Square, Suite 200, Lancaster, PA 17603.  All comments related to the substantial change will be considered by the Lancaster County Commissioners at their regularly scheduled meeting on June 5, 2019. A copy of the amended Plan will be available for public review in the offices of the Lancaster County Redevelopment Authority and online at www.lchra.com.

The Lancaster County Redevelopment Authority, on behalf of the County of Lancaster, will submit the Fiscal Year 2018 Consolidated Annual Performance and Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD) on March 29, 2019. The Authority is now providing a public comment period for the Report.

The Report details the performance of Lancaster County’s Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant Program (ESG) for the period January 1, 2018 through December 31, 2018. It provides an assessment of program progress according to specific objectives and activities and an analysis of the programs’ benefits to low- and moderate-income residents of Lancaster County.

A copy of the report is available for public review in the offices of the Lancaster County Redevelopment Authority at 28 Penn Square, Suite 200, Lancaster, PA.  Additional copies of the report are available in the Lancaster County Commissioner’s Office and on the Redevelopment Authority’s website at www.lchra.com.

A formal comment period will be open from March 8, 2019 to March 27, 2019.  Comments made in writing during this period of time will be forwarded to HUD along with the CAPER. The anticipated resources also include program income and reprogrammed funds from prior year’s funding. The total anticipated resources for the County is $5,780,960.

In accordance with the federal regulations governing the use of HOME Investment Partnership Program funds and the County’s Substantial Change Policy, the addition of a strategic goal to the 5-year plan that was not included in Lancaster County’s 2016-2020 Consolidated Plan will constitute a “substantial change”. The Department of Housing and Urban Development’s (HUD) Annual Community Assessment for Lancaster County for the period of January 1, 2015 to December 31, 2015 is now available for public review.  The performance review covers the three entitlement grants (Community Development Block Grant, HOME Investment Partnership Program, Emergency Solutions Grant) the County receives from HUD.

A public meeting will be held on April 4, 2016 at 4:00 p.m. in Commission Room at City Hall, 120 North Duke Street, Lancaster, PA. The meeting will be held to provide the general public with an opportunity to review and comment on the proposed 2016-2020 Consolidated Plan and the Fiscal Year 2016 Annual Action Plan for the County of Lancaster (County) and the City of Lancaster (City).  The public comment period for these Plans begins with this notice and ends prior to the County Commissioners and City Council meetings scheduled for April 12, 2016.

The Consolidated Plan presents how the County will use funds provided by the U.S. Department of Housing and Urban Development (HUD) during fiscal years 2016-2020.  The Consolidated Plan contains information about the County and City’s needs relative to Housing, Homelessness, Non-Homeless Special Needs, and Non-Housing Community Development. It also includes information on the prioritization of needs, anticipated resources, goals, and strategies to govern the funding decisions over the next five years.

The Annual Action Plan presents the objectives to be achieved and the activities to be undertaken in fiscal year 2016 for both the County and City using HUD funds through the Community Development Block Grant, HOME Investment Partnerships Program, and the Emergency Solutions Grant. The anticipated resources also include program income and reprogrammed funds from prior years funds.  The total anticipated resources for the County is $6,360,081 and the City is $1,765,271 for 2016.
