The Lancaster County Redevelopment Authority and the Department of Community Planning and Economic Development for the City of Lancaster are currently accepting proposals for Single-Family Housing projects for the fiscal year 2020-2021.

A letter of intent is due by 4:30 pm on Friday, December 11, 2020 and all proposals are due by January 8, 2021. Please contact Michaela Allwine at [email protected] for any questions- City or County.

The Lancaster County Land Bank Authority is seeking qualified professional services for the Structural Analysis and Environmental Phase I Review of the property at 336 Main Street in Denver PA.

Site visits for both will be Tuesday, July 7th. Masks are required. For more information, please see the Request for Proposals documents attached below.

The Lancaster County Redevelopment Authority will be accepting proposals from organizations requesting funding for the development of affordable rental housing in 2020.  Funding for this program is provided to the County of Lancaster by the U.S. Department of Housing and Urban Development (HUD), Community Development Block Grant Program (CDBG) and the HOME Investment Partnerships Program (HOME).

Proposals meeting the Redevelopment Authority’s standards and priorities for the development of affordable rental housing will be issued a Reservation of Funds no later than November 1, 2019, enabling them to use this reservation as leverage in obtaining funding from other sources.  All projects must be in accordance with the Lancaster County Comprehensive Plan, places2040: Thinking Beyond Boundaries, the Lancaster County Comprehensive Plan, 2018 including the Big Ideas (goals), Policies, and Tools & Strategies; Future Land Use and Transportation Map; and Character Zones.  These documents are available online at www.co.lancaster.pa.us/planning.

A Letter of Intent is due by Monday, August 26, 2019.  The Letter of Intent may be submitted to the Redevelopment Authority via electronic mail to the attention of Michaela Allwine, [email protected].

Proposals may be submitted to the Redevelopment Authority, 28 Penn Square, Suite 200, Lancaster, PA 17603-3528, by mail, delivery service or in person by 4:30 p.m. on September 30, 2019.  Applicants must submit one hard copy and one electronic copy of the completed application package, including all attachments.

Request for Proposals – Strategic Planning

The Redevelopment Authority seeks a qualified consultant to lead a strategic planning exercise for the organization and its affiliates. Long established as an administer of HUD funds for Lancaster County, in recent years the Authority has branched out into more targeted efforts in the areas of blight remediation and downtown revitalization in the county’s boroughs.

Proposals are due by noon on Friday, August 2, 2019.

This is a professional services contract. Selection will be made based on a combination of the strength of the proposal, cost and other factors as determined relevant by the Authority. The Authority reserves the right to negotiate with any or all applicants, and to decline all proposals.

The Redevelopment Authority of the County of Lancaster, on behalf of Lancaster County, expects to receive funding from the US Dept. of Housing and Urban Development (HUD) to operate the County’s Fiscal Year 2019 Community Development Block Grant (CDBG) Programs.

A list of eligible public infrastructure and community facility projects, low- and moderate-income areas, and specific program policies can be found here.

Note that due to eligibility requirements and application procedures it is important to contact the Redevelopment Authority early in the planning process.

Applicants MUST submit a “Funding Request Letter of Intent” 

by Friday, March 15th, 2019 at 4:00 PM.

 This step will ensure that applicants have sufficient time to hold required public meetings; to complete required documentation; to plan and initiate any required income surveys, and to receive any necessary technical assistance from the Redevelopment Authority staff.  Once the Letter of Intent is received by the Redevelopment Authority, information on accessing the Application Packet will be provided.

All Funding Request Applications will be due to the Redevelopment Authority

by 4:00 PM on Monday, April 15th, 2019.
