Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands

To:  All interested Agencies Federal, State, and Local, Groups and Individuals

This is to give notice that Lancaster County under Part 58 has determined that the following proposed action under Community Development Block Grant (CDBG) Program is located in the 100-year floodplain and wetlands, and Lancaster County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.  The Elizabethtown Borough is requesting the use of CDBG funding for infrastructure improvements to four small span and two large span bridges. The work will repair critical structural and integrity issues identified during inspections. Infrastructure improvements needed for each bridge to maintain their functionally dependent use include instream work to remove sediment, correct erosion, repair culvert barrels and add riprap protection, repair beams, guiderails, and patch concrete decking. The proposed bridge projects are located at S. Chestnut Street, bridges #5 and #6, Orange Street, College Avenue, Union Street, S. Poplar Street in Elizabethtown, Lancaster County.

There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.  Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.

Chestnut St. Bridge No. 5, Elizabethtown Borough

  • Rip-Rap Protection – Repair downstream concrete apron/backfill scour hole.
  • Repair Culvert Barrel – Repair culvert lining.
  • Repair Pedestrian Railing – Replace Pedestrian Railing
  • Seal Pavement Cracks – Seal bituminous cracks at the east inlet.
  • Clean Deck – Remove debris along curb lines and from sidewalks.

Chestnut St. Bridge No. 6, Elizabethtown Borough

  • Patch Wingwall Spalling. Patch spall at the base of the southeast wingwall. This work will require a PA DEP permit.
  • Paint Railing – Paint pedestrian railing
  • Repair Culvert Barrel – Consider lining the culvert to above the flow line. This work will require a PA DEP permit.
  • Repair Pedestrian Railing Replace Pedestrian Railing

Union St. Bridge, Elizabethtown Borough

  • Connect Guiderail to Bridge – Install PennDOT standard guiderail at all four corners.
  • Replace Bridge Barrier – Increase curb height to standard height.
  • Repair Concrete Beams – Repair the spalls in the beams.
  • Patch/Raise Pavement – Repair settlement at far left lane

South Poplar Street Bridge, Elizabethtown Borough

  • Connect Guiderail to Bridge – Install PennDOT standard guiderail at all four corners.
  • Increase curb height to standard height.
  • Backfill Scour Hole – Backfill the scour hole under the structure

Orange St. Bridge, Elizabethtown Borough

  • Underpin the Substructure – Underpin the downstream east wing. This work will require a PA DEP permit.
  • Repair Wingwall – Repair downstream east channel wall rotation and cracking.
  • Rip-Rap Protection – Repair/backfill scour and undermining adjacent to the downstream channel wall
  • Erosion Repair – Backfill erosion behind wingwalls and complete bank stabilization
  • Underpin the Substructure – Repair undermining at end of channel slab
  • Repair Underside of Concrete Deck – Repair cracks in the underside of the slab.
  • Patch Abutment Spalling – Patch spalls and cracking in the abutments

College Avenue Bridge, Elizabethtown Borough

  • Sediment/Debris Removal – Remove debris in downstream channel (at state bridge opening).
  • Rip-Rap Protection – Backfill scour hole at Hanover Street Bridge and along the downstream portion of the east abutment. This work will require a PA DEP permit.
  • Beam Repairs – Repair Beam 13 delamination and cracking.
  • Repair Underside of Concrete Deck – Repair spalls and delamination.
  • Guide Rail Repairs – Attach guide rail to end post.
  • Erosion Repair – Backfill erosion at end of the northwest channel wall.
  • Seal Pavement Cracks – Over deck and along approaches.
  • Patch Abutment Spalling – Around the pipe outlet in the east abutment.
  • Seal Cracks in Abutment – Both abutments.
  • Underpin the Substructure – Upstream end of the east abutment scour protection. This work will require a PA DEP permit.
  • Concrete Deck Resurfacing – Install waterproofing membrane over the concrete deck to prevent water penetration.
