The members of the Board of the Lancaster County Housing Authority met Tuesday,
February 23, 2010.  The meeting was held at the offices of the Lancaster County Housing Authority, 202 North Prince Street, Suite 400. 

 

Members of the Board in attendance were: Jim Shultz, Miriam Fletcher and Ed Fisher.  Absent: Cindy Stewart.

Staff members present were: Matthew T. Sternberg, Executive Director; David M. Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; and Marian Joyce, Secretary.

 Mr. Shultz called the meeting to order at 4:35 p.m.

 

Public Comment  – None

 

Minutes of the January 2010 meeting were approved. The motion was made by Ms. Fletcher, second by Mr. Fisher and unanimously accepted. 

 

Bills or Communications – None

 

Report of the Executive Director – is attached hereto, and made a part hereof. Mr. Sternberg referred the Board to the Housing Monthly Activity & Status Reports. He also informed the Board that the HUD allocation for vouchers in 2010 would be slightly lower than the previous year. The Authority received a communication from HUD in February that funding would be based on their (HUD’s) October to September Fiscal Year, rather than SEMAP as in the past. However, there is an opportunity to request supplemental funding and the Housing Services Director will apply for those extra funds. The Authority will change its tracking mechanism to adapt to these new circumstances, while also staying focused on the importance of a good SEMAP report at the end of the calendar year.


The Financial Report for the months of November and December 2009, and January 2010 were approved on a motion by Ms. Fletcher, second by Mr. Fisher, and unanimously accepted.  Mr. Brazina provided the highlights of these reports, at Mr. Shultz’ request. Other than the fact that HUD deposits for HAP and Admin Allocations were received early – on December 30 instead of January 4, so the Voucher Program balance shows a surplus at year’s end – there was nothing out of the ordinary. But this surplus disappeared the next business day.

New Business:                

 

1) The Board approved the fiscal year 2009 Section 8 Management Assessment Program Certification. Ms. Danforth, briefly summarized the 14 indicators involved in this annual self-assessment process for Housing Authorities. She explained that it would be submitted electronically and the paperwork for the Board Vice Chair’s signature was for internal files only.  Mr. Shultz signed the document. The motion to approve the certification was made by Ms. Fletcher, second by Mr. Fisher and unanimously carried. (A copy of said Resolution [Feb 10 #1] is attached hereto, and made a part hereof).

 

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the attached Section 8 Management Assessment Program Certification for the fiscal year ending December 31, 2009.

 

Other Business – None

 

Mr. Shultz announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, March 23, 2010, at 4:30 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 202 North Prince Street, Suite 400, Lancaster, PA.
