The members of the Board of the Redevelopment Authority of the County of Lancaster met Tuesday, April 6, 2010. The Board meeting was held at the office of the Redevelopment Authority of the County of Lancaster, 202 North Prince Street, Suite 400.

Members of the Board in attendance were: Miriam Fletcher, Cindy Stewart, and James Shultz. Staff members present were: Matthew T. Sternberg, Executive Director; and Marian Joyce, Secretary.  Also present: Phyllis Stellfox of Lancaster Housing Opportunity Partnership (LHOP).

Ms. Stewart called the meeting to order at 8 a.m.

Public Comment – None

New Business:

1) The Board ratified the Recovery Zones as required under the Recovery Zone Facility Bond Program.  The motion to accept was made by Mr. Shultz, second by Ms. Fletcher and unanimously carried. Mr. Sternberg stated that the special meeting was requested because the Board of County Commissioners must take action on the program prior to the Authority’s next meeting, and this resolution needed to be on record prior to the Commissioners’ actions. Mr. Sternberg then presented a map of the Recovery Zones and explained that the designated areas are those stipulated as Urban Growth Areas, Village Growth Areas or Rural Business Areas as defined in the Comprehensive Plan for Lancaster County, prepared by the Lancaster County Planning Commission. The boundaries for the Urban Growth Areas and Village Growth Areas are current set; boundaries for Rural Business Areas are under consideration by the Planning Commission. If a site proposed for the Recovery Zone program is located in a Rural Business Area, its eligibility will be confirmed by the Planning Commission and the site will be added to the map.

NOW, THEREFORE, BE IT RESOLVED by the Board of the Redevelopment Authority of the County of Lancaster to acknowledge, accept and ratify the designation of Lancaster County’s Urban Growth Areas, Village Growth Areas and Rural Business Areas as the Recovery Zones under the Lancaster County Recovery Zone Facility Bond Program

Other Business:

Ms. Stewart announced that the next meeting of the Board of the Redevelopment Authority of the County of Lancaster is expected to be held Tuesday, April 27, 2010 at the offices of the Lancaster County Housing and Redevelopment Authorities, 202 North Prince Street, Suite 400, immediately following the 4:30 p.m. meeting of the Lancaster County Housing Authority.
