The members of the Board of the Lancaster County Housing Authority met Tuesday, April 27, 2010.  The meeting was at the offices of the Lancaster County Housing Authority, 202 North Prince Street. 

 

Members of the Board in attendance were: Cindy Stewart, Jim Shultz, Miriam Fletcher and Ed Fisher.  
Staff members present were: Matthew T. Sternberg, Executive Director;
David M. Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; and Marian Joyce, Secretary.  Also present: Cynthia Fuhrer, Housing Development Corporation; Lyle Hosler, Economic Development Company;  John Meeder and Ed Gordon, Historic East Side Suites;  
Penn Ketchum, Penn Cinema Management Company.

 

Ms. Stewart called the meeting to order at 4:30 p.m.

 

Public Comment  – None

 

Minutes of the February 2010 meeting were approved. The motion was made by Ms. Fletcher, second by Mr. Fisher and unanimously accepted. 

 

Bills or Communications – None

 

Report of the Executive Director – is attached hereto, and made a part hereof. Mr. Sternberg informed the Board that the Authority continues to try to shrink the program to conform with HUD’s current target utilization rates. However, that has become a challenge due to the recession.
Ms. Danforth, Housing Services Director, explained that the average dollar amount per tenant is increasing a) because clients are not leaving, and
b) as their income drops, the Authority needs to pay more for their rent. 
Mr. Sternberg stated that if the Authority failed to reach the lower HUD target, the additional money to pay Section 8 rents will have to be covered using reserve funds. Mr. Sternberg answered Ms. Stewart’s questions re: cash reserves and a Plan B for getting the numbers down while better anticipating HUD’s goal changes.


The Financial Report for the months of February and March 2010 were approved on a motion by Mr. Shultz, second by Ms. Fletcher, and unanimously accepted.

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, May 25, 2010, at 4:30 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 202 North Prince Street, Suite 400, Lancaster, PA. 

 

The meeting was adjourned at 4:38 p.m.
