MINUTES OF A REGULAR MEETING

OF THE

LANCASTER COUNTY HOUSING AUTHORITY

The members of the Board of the Lancaster County Housing Authority met Tuesday, August 27, 2002. The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 110. Cindy Stewart, Chairman, called the meeting to order at 4:03 p.m.

Members of the Board in attendance were Cindy Stewart, Neil Kinsey, Ralph Murray, Edward Hollinger, and Crystal Cooper.

Staff members present were David M. Brazina, Director of Community Development, Teresa Danforth, Director of Community Services, William O. Fountain, Director of Technical Services, and Joyce E. Dietrich, Secretary.

Also present were Phyllis Stellfox, Deputy Director, Lancaster County Planning Commission and Dave Travasani, National Development Council.

There was no public comment.

Minutes of the June 25, 2002 meeting were accepted on a motion by Mr. Hollinger, second by Mr. Murray and unanimously accepted.

Bills or Communications: Teresa Danforth, Director of Community Services, distributed and discussed a letter received from the U.S. Department of Housing and Urban Development, the subject of which was under-utilization of Section 8 Rental Assistance for the fiscal year which ended December 31, 2001. This letter was sent because our utilization for that period was below 90% and HUD requires a 95% utilization rate. Ms. Danforth informed the board that we are currently at 93% in our lease up rate and there are an additional 34 leases pending and/or awaiting approval. Upon approval of these contract our lease up rate will be approximately 97%. Ms. Danforth assured the board that we are taking all steps necessary to keep our lease rate at or above the 95% mark.

Report of the Executive Director is attached hereto, made a part hereof, and marked as Exhibit “A”.

The Financial Report for the months of June and July 2002 were approved on a motion by Mr. Kinsey, second by Mr. Hollinger, and unanimously accepted. A copy of the Financial Reports are attached hereto, made a part hereof, and marked as Exhibits “B” & “C”.

There were no Committee Reports.

There was no Old Business.

There was no New Business.

THE MEETING OF THE BOARD OF THE LANCASTER COUNTY HOUSING AUTHORITY WAS ADJOURNED AT 4:11 P.M. SO THE BOARD COULD PARTICIPATE IN EXECUTIVE SESSION.

THE MEETING OF THE BOARD OF THE LANCASTER COUNTY HOUSING AUTHORITY WAS RECONVENINED AT 4:25 P.M.

Other Business:

Mrs. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority would be held Tuesday, September 24, 2002, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 110, Lancaster, PA.

The meeting was adjourned at 4:25 p.m.
