MINUTES OF A REGULAR MEETING

OF THE

LANCASTER COUNTY HOUSING AUTHORITY

OCTOBER 22, 2002, 7:00 P.M.

          The members of the Board of the Lancaster County Housing Authority met Tuesday, October 22, 2002.  The meeting was held at the Lancaster County Farm & Home Center, 1383 Arcadia Road, Auditorium-Section “A”, Lancaster, P.  Cindy Stewart, called the meeting to order at 7:40 p.m.

 

          Members of the Board in attendance were Cindy Stewart, Chairman, Neil Kinsey, Vice Chairman, Ralph Murray, Ed Hollinger, and Crystal Cooper. 

 

          Staff members present were Randy S. Patterson, Executive Director, William O. Fountain, Director of Technical Services, Aimee Tyson, Community Development Specialist, Eric Powell, Community Development Coordinator, Stephen Glatfelter, Community Development Assistant, and Joyce E. Dietrich, Secretary. 

 

          Also present was Elizabeth Brown, Community Development Steering Committee member. 

 

          There was no public comment. 

 

          Minutes of the September 24, 2002 meeting were accepted on a motion by Mr. Hollinger, second by Mr. Kinsey and unanimously accepted. 

 

          Bills or Communications:  Mr. Patterson informed the Board that we had been notified today that HUD had issued a final regulation on Monday which eliminates the recapture provision of the Section 8 Homeownership Program.  With the elimination of this provision, Mr. Patterson is hopeful that financial institutions will no longer look at this provision as an impediment to participating in the program.  Also, Mr. Patterson told the Board that we have received notice from HUD that they have approved our request for $48,300.00 to continue contracting with Tabor community Services to administer the Family Self-Sufficiency Program.  This is an increase of 3% over last year’s funding. 

 

          Report of the Executive Director is attached hereto, made a part hereof, and marked as Exhibit “A”. 

 

          The Financial Report for the month of September 2002 was approved on a motion by Mr. Murray, seconded by Mr. Hollinger, and unanimously accepted.  A copy of the Financial Report is attached hereto, made a part hereof, and marked as Exhibit “B”.     

 

          There were no Committee Reports. 

 

          There was no Old Business. 

 

          New Business: 

 

          The Board approved a Resolution adopting a Schedule of Meetings for the Year 2003 on a motion by Ms. Cooper, second by Mr. Murray and unanimously carried. 

 

RESOLVED by the Board of the Lancaster County Housing Authority that the regular meetings for the year 2003 shall be held on the fourth Tuesday of each month, except for the month of December when the meeting will be held on the third Tuesday of the month.  All meetings will be held at 4:00 p.m.  Said meetings will be held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, First Floor, Lancaster, Pennsylvania.

           Other Business: 

 

          Mrs. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority would be held Tuesday, November 26, 2002, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 110, Lancaster, PA.
