The members of the Board of the Lancaster County Housing Authority met Thursday, July 22, 2004.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120.  Cindy Stewart, Chairman, called the meeting to order at 5:00 p.m.

Members of the Board in attendance were Cindy Stewart, Ralph Murray, and Neil Kinsey.  Edward Hollinger and Miriam Fletcher were absent.

Staff members present were Randy S. Patterson, Executive Director.

Public Comment - None

Minutes of the June 7, 2004 meeting were accepted on a motion by Mr. Murray, second by Mr. Kinsey and unanimously accepted. 

Bills or Communications – There were no communications to report. 

Report of the Executive Director provided an oral report focusing on Congressional action on the HUD FY 2005 Appropriations bill.  Mr. Patterson reported that the Housing Authority FY 2003 audit is in final printing and will be available to the Board in August.  He reported that there were no findings or concerns.

The Financial Report for the months of May and June 2004 were approved on a motion by Mr. Kinsey, second by Mr. Murray, and unanimously accepted.  Mr. Patterson reported that the negative balances for the Mod Rehab 001 and Mod Rehab 004 Programs are due to expiring HUD contracts which are being renewed.  The HUD renewal letter was received on July 16.  As soon as amended budgets are submitted and approved the negative balances should be eliminated.  Existing cash investments are in place to cover any shortfall.

1. Randy Patterson reported that Karen Bousquet has been hired to replace Diana Hess.  Ms. Bousquet will begin working on Monday , July 26.

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, August 17, 2004, at 5:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA. 

The meeting was adjourned at 5:15 p.m.
