The members of the Board of the Lancaster County Housing Authority met Tuesday, August 17, 2004.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120.  Edward Hollinger, Vice Chairman, called the meeting to order at 5:00 p.m.

Members of the Board in attendance were Ralph Murray, Neil Kinsey, Miriam Fletcher and Edward Hollinger.  Cindy Stewart was absent.

Staff members present were Randy S. Patterson, Executive Director, David Brazina, Director of Community Development, Teresa Danforth, Director of Community Services, and Karen Bousquet, Secretary. 

Others present were Jeff Smith from Warfel Construction/Barton Malow and Dave Pidgeon from Intelligencer Journal.

Public Comment – None

Minutes of the July 22, 2004 meeting were accepted with the correction that Miriam Fletcher was present. The motion was made by Mr. Kinsey, second by Mr. Murray and unanimously accepted. 

Bills or Communications – There were no communications to report. 

Report of the Executive Director is attached hereto, made part hereof.

The Financial Report for the month of July 2004 was approved on a motion by Mr. Kinsey, second by Mr. Murray, and unanimously accepted.  Mr. Patterson reported that the renewal for expiring HUD Contracts has been received that will erase negative balances for the Mod Rehab 001 and Mod Rehab 004 Programs.  Motion to approve the financial report made by Mr. Kinsey, seconded by Mr. Murray and unanimously accepted.

New Business

The Board adopted a resolution appointing Karen S. Bousquet as Secretary to the Board of Directors. The motion was made by Mr. Kinsey, seconded by Mr. Murray and unanimously carried. (A copy of said Resolution [August 04 #2] is attached hereto, and made a part hereof).

The Board adopted a resolution approving a cooperation agreement between the Housing Authority of the City of Lancaster, Tabor Community Services, Inc. and the Lancaster County Housing Authority. The motion was made by Ms. Fletcher, seconded by Mr. Murray, and unanimously carried. (A copy of said Resolution [August 04 #3] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the attached Cooperation Agreement between Tabor Community Services, Inc., the Housing Authority of the City of Lancaster and the Lancaster County Housing Authority governing the operation of the Family Self-Sufficiency Program.

BE IT FURTHER RESOLVED that the Board of the Lancaster County Housing Authority agrees to provide a maximum of FIFTY THREE THOUSAND EIGHT HUNDRED SEVENTY-EIGHT and 00/100 ($53,878.00) DOLLARS from a Family Self Sufficiency Grant received through the U. S. Department of Housing and Urban Development to Tabor Community Services, Inc. and Administrative Fee Reserve Funds to cover the Authority's share of the administrative costs associated with operating the Family Self-Sufficiency Program from July 1, 200 4 through June 30, 2005.

Mr. Hollinger announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, September 28, 2004, at 5:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA. 

The meeting was adjourned at 5:20 p.m.
