The members of the Board of the Lancaster County Housing Authority met Tuesday, February 22, 2005.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120. 

Members of the Board in attendance were: Cindy Stewart, Chair; Edward Hollinger, Vice Chair; Ralph Murray, and Miriam Fletcher.  Absent at today’s meeting was Neil Kinsey.

Staff members present were: Randy S. Patterson, Executive Director; David Brazina, Deputy Executive Director; Teresa Danforth, Director of Community Services; William Fountain, Director of Technical Services; and Karen Bousquet, Secretary. 

Also in attendance were:  Cindy Schaffer, Executive Director of Coalition for Smart Growth, Rick Jackson and Mike Carper, members of the Board of Directors of Coalition for Smart Growth.

Ms. Stewart called the meeting to order at 4:00 p.m.

Public Comment – None

Minutes of the January 25, 2005 meeting were accepted. The motion was made by Mr. Murray, second by Mr. Hollinger and unanimously accepted. 

Bills or Communications – None

Report of the Executive Director is attached hereto, made part hereof.

--The Board heard a presentation given by Rick Jackson of Coalition for Smart Growth.

The Financial Report for the month of January 2005 was approved on a motion by Mr. Hollinger, second by Mr. Murray, and unanimously accepted. 

Committee Reports – None

Old Business – None

New Business:

1)  The Board approved a resolution adopting the Fiscal Year 2004 Section 8 Management Assessment Program Certification. The motion was made by Ms. Fletcher, second by Mr. Murray and unanimously carried. (A copy of said Resolution [Feb 05 #1] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the attached Section 8 Management Assessment Program Certification for the fiscal year ending December 31, 2004.

Other Business – None

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, March 22, 2005, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA.

The meeting was adjourned at 4:55 p.m.
