The members of the Board of the Lancaster County Housing Authority met Tuesday, June 28, 2005.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120. 

Members of the Board in attendance were: Cindy Stewart, Chairman; Edward Hollinger, Vice Chairman; Ralph Murray; and Miriam Fletcher. Absent was Neil Kinsey.

Staff members present were: Randy S. Patterson, Executive Director; David Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; Steve Glatfelter, Community Development Program Assistant; and Karen Bousquet, Secretary. 

Ms. Stewart called the meeting to order at 4:00 p.m.

Public Comment – None

Minutes of the April 26, 2005 meeting were accepted. The motion was made by Mr. Hollinger, second by Mr. Murray and unanimously accepted. 

Correspondence or Communications – Board was given a copy of the 2004 Financial Audit.  It will be discussed at the next meeting.

Report of the Executive Director is attached hereto, made part hereof.

The Financial Report for the month of April 2005 was approved on a motion by Mr. Murray, second by Ms. Fletcher, and unanimously accepted. 

Committee Reports – None

Old Business – None

New Business:

1)  The Board approved a resolution to authorize the execution of an agreement with the firm Stevens & Lee, PC for the provision of legal services. The motion was made by Ms. Fletcher, second by Mr. Hollinger and unanimously carried. (A copy of said Resolution [Jun 05 #2] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve and authorize execution of an Agreement for the Delivery of Legal Services with the firm of Stevens & Lee, PC for the period July 1, 2005 through June 30, 2006.

2) The Board approved a project-based Housing Choice Voucher Program Housing Assistance Payments Contract with Community Basics, Inc. for the Fordney Road Project. The motion was made by Mr. Hollinger, second by Ms. Fletcher and unanimously carried. (A copy of said Resolution [Jun 05 #3] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve a ten-year Project-Based Housing Choice Voucher Program Housing Assistance Payments Contract with Community Basics, Inc., to reserve Section 8 Housing Choice Vouchers for fourteen (14) mentally ill, homeless individuals for the Fordney Road Project, with supportive services to be provided to residents by The Lodge, Inc. of Pennsylvania.

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, July 26, 2005, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA.
