Lancaster County Housing Authority

The members of the Board of the Lancaster County Housing Authority met Tuesday, March 28, 2006.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120. 

Members of the Board in attendance were: Cindy Stewart, Chairman; Neil Kinsey, Vice Chairman,  Ralph Murray, Miriam Fletcher, Ed Hollinger.

Staff members present were: Randy S. Patterson, Executive Director; David M. Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; and Karen Bousquet, Secretary. 

The meeting was called to order at 4:00 p.m.

Public Comment – None

Minutes of the January, 2006 meeting were accepted. The motion was made by Mr. Kinsey, second by Mr. Hollinger and unanimously accepted. 

Correspondence or Communications – None

Report of the Executive Director is attached hereto, made part hereof.

The Financial Reports for the months of January and February 2006 were approved on a motion by Ms. Fletcher, second by Mr. Kinsey, and unanimously accepted. 

Committee Reports – None

Old Business – None

New Business:

1) The Board approved revisions to the Administrative Plan for the Section 8 Housing Choice Voucher Program. The motion was made by Mr. Hollinger, second by Mr. Murray and unanimously carried. (A copy of said Resolution [Mar 06 #1] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the revised Lancaster County Housing Authority Section 8 Housing Choice Voucher Program Administrative Plan, establishing the policies, practices, and procedures to be used in the administration of the rental assistance program.

2) The Board approved the Fiscal Year 2005 Section 8 Management Assessment Program Certification. The motion was made by Ms. Fletcher, second by Mr. Murray and unanimously carried. (A copy of said Resolution [Mar 06 #2] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the attached Section 8 Management Assessment Program Certification for the fiscal year ending December 31, 2005.

Other Business

Recognition was given to Mr. Hollinger for his term of service to the Housing Authority.  Mr. Hollinger has moved to North Carolina and will not be serving another term.  Mr. James G. Shultz has been named by the County Commissioners to replace Mr. Hollinger on the Board.

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, April 25, 2006, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA.

The meeting was adjourned at 4:20 p.m.
