The members of the Board of the Lancaster County Housing Authority met Tuesday, August 22, 2006.  The meeting was held at the offices of the Lancaster County Housing Authority, 150 North Queen Street, Suite 120. 

Members of the Board in attendance were: Neil Kinsey, Vice-Chair; Ralph Murray, Treasurer; and Miriam Fletcher, Vice-Treasurer and James Shultz.  Absent: Cindy Stewart

Staff members present were: Matthew T. Sternberg, Executive Director; David M. Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; Karen Bousquet, Community Development Program Assistant; and Marian Joyce, Secretary. 

The meeting was called to order at 4:04 p.m.

Public Comment – None

Minutes of the July 25, 2006 meeting were approved. The motion was made by Ms. Fletcher, second by Mr. Murray and unanimously accepted. 

Bills or Communications – None

Report of the Executive Director – is attached hereto, and made a part hereof.

Staff consulted the Board regarding the Housing Voucher Program being less subscribed than usual due to attrition, terminations for fraud and criminal activity, or tenants unable to find suitable apartments. Teresa Danforth, Housing Services Director proposed a strategy that would combine bringing people in off the waiting list (a 3-month process from client-interview to finding housing) with absorption of the portable vouchers from other locations. This would enable the Authority to use 97-98% of the allocated budget by December and reduce the administrative burden of billing back and forth with other Housing Authorities. The Board agreed to this one-time solution, after ascertaining that it was not a change in policy, and requested that staff keep them apprised of developments.   

The Financial Report for the month of July was approved on a motion by Mr. Shultz, second by Ms. Fletcher, and unanimously accepted.

Mr. Kinsey announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, September 26, 2006, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, Lancaster, PA. 

The meeting was adjourned at 4:35 p.m.
