Lancaster County Housing Authority

The members of the Board of the Lancaster County Housing Authority met Tuesday,
September 25, 2007.  The meeting was held at the offices of the Lancaster County Housing Authority, 202 North Prince Street, Suite 400. 

Members of the Board in attendance were: Ralph Murray, Miriam Fletcher and Jim Shultz.  Absent: Cindy Stewart and  Neil Kinsey.

Staff members present were: Matthew T. Sternberg, Executive Director; David M. Brazina, Deputy Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; and Marian Joyce, Secretary. 

Mr. Murray called the meeting to order at 4:03 p.m.

Public Comment – None

Minutes of the August 2007 meeting were approved. The motion was made by Mr. Shultz, second by Ms. Fletcher and unanimously accepted. 

Bills or Communications: Mr. Sternberg informed the Board that one Housing tenant is appealing her Voucher Termination. She was terminated due to suspected fraud, because of reports that she was subletting her apartment. He noted that the HUD office may be interested in getting involved in this case which would have advantages for our authority.

Report of the Executive Director – is attached hereto, and made a part hereof.
Mr. Sternberg referred the Board to the Housing Monthly Activity & Status Report and noted that the Net Gain/Loss figure was positive and puts us on target to reach the end of year goal. Ms. Danforth, Housing Director, and Mr. Brazina answered questions from the Board regarding HUD expectations and average subsidies.

The Financial Report for the month of August was approved on a motion by Ms. Fletcher, second by Mr. Shultz, and unanimously accepted.

1) The Board approved a Resolution adopting the Annual Plan for Fiscal Year 2008. The motion was made by Mr. Shultz, second by Ms. Fletcher and unanimously carried. (A copy of said Resolution [SEP 07 #2] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to adopt the Streamlined Annual Plan for the Year 2008.

BE IT FURTHER RESOLVED that the Board of the Lancaster County Housing Authority to authorize the Chairman to sign “Certifications of Compliance with the PHA Plans and Related Regulations” and submit said Plan to the U. S. Department of Housing and Urban Development.

2) The Board adopted a Schedule of Meetings for the Year 2008. The motion was made by Mr. Shultz, second by Ms. Fletcher and unanimously carried. (A copy of said Resolution [SEP 07 #3] is attached hereto, and made a part hereof).

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority that the regular meetings for the year 2008 shall be held on the fourth Tuesday of each month, except for the month of December when the meeting will be held on the second Tuesday of the month.  All meetings will be held at 4:00 p.m.  Said meetings will be held at the offices of the Lancaster County Housing Authority, 202 North Prince Street, Fourth Floor, Lancaster, Pennsylvania.

Other Business – None

Mr. Murray announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, October 23, 2007, at 4:00 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 202 North Prince Street, Suite 400, Lancaster, PA.

The meeting was adjourned at 4:15 p.m.
