The members of the Board of the Redevelopment Authority of the County of Lancaster met Tuesday, September 27, 2005. The meeting was held at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120.
Members of the Board in attendance were: Ralph Murray, Treasurer; Neil Kinsey, Assistant Treasurer; and Miriam Fletcher. Absent were Cindy Stewart, Chairman and Edward Hollinger, Vice Chairman.
Staff members present were: Randy Patterson, Executive Director; David M. Brazina, Deputy Executive Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; Trish Schoor, Community Development Program Specialist; Steve Glatfelter, Community Development Program Assistant; and Karen Bousquet, Secretary.
Mr. Murray called the meeting to order at 4:15 p.m.
Public Comment –This served as the required public hearing on the draft Consolidated Plan 2006-2010 and Annual Action Plan for 2006. Aimee Tyson gave a presentation explaining these documents. The Redevelopment Authority of the County of Lancaster will continue to accept comments on these documents until October 18, 2005.
Public comment during this meeting: “Are there any incentive plans for the municipalities and boroughs to encourage low-income housing development?”
In response to this question, Randy Patterson explained that the Draft Housing Element Update identifies a number of strategies to work with local communities to address the issue of “NIMBYism” or “Not in My Back Yard”. These strategies start with education and assistance to municipal officials on the need for and importance of affordable housing. The strategies include methods to support local officials to deal with their constituents on the importance of affordable housing in their communities. Mr. Patterson noted that the level of opposition to affordable housing has decreased in the past few years due in part to the new terminology of “workforce” housing rather than affordable housing. He clarified that these terms are synonymous but workforce housing has a more positive connotation. Mr. Patterson stated that the County Redevelopment Authority encourages affordable housing developers to hold neighborhood meetings so that local residents are not surprised when the developer appears at the municipal meeting for an affordable/workforce housing project.
Minutes of the August 23, 2005 meeting were accepted on a motion by Mr. Kinsey, second by Ms. Fletcher and unanimously carried.
The Treasurer’s Report for the month of August 2005 was approved following a motion by Ms. Fletcher, second by Mr. Kinsey and unanimously carried.
Report of the Executive Director is attached hereto and made a part hereof.

New Business:
A motion to add an agenda item was made by Mr. Kinsey and seconded by Ms. Fletcher.
1) The Board authorized the Executive director to negotiate with firms to install wireless telecommunication facilities at Clipper Magazine Stadium. The motion to accept was made by Ms. Fletcher, second by Mr. Kinsey and unanimously carried. (A copy of said Resolution [Sept 05 #60] is attached hereto and made a part hereof.)
NOW, THEREFORE, BE IT RESOLVED by the Board of the Redevelopment Authority of the County of Lancaster to authorize the Executive Director and Solicitor to take all necessary and appropriate related action to negotiate and execute a final agreement with Wireless Site Development, LLC and/or VelociTel based upon the proposals submitted. The Executive Director will submit the final agreement to the Board for ratification.
Other Business
Mr. Murray announced that the next meeting of the Board of the Redevelopment Authority of the County of Lancaster is expected to be held Tuesday, October 25, 2005 at the offices of the Lancaster County Housing and Redevelopment Authorities, 150 North Queen Street, Suite 120, immediately following the 4:00 p.m. meeting of the Lancaster County Housing Authority.
