The members of the Board of the Lancaster County Housing Authority met Wednesday, March 5, 2008.  The meeting was held at the offices of the Lancaster County Housing Authority, 202 North Prince Street, Suite 400. 

 

Members of the Board in attendance were: Cindy Stewart, Ralph Murray, Miriam Fletcher and Jim Shultz.  Staff members present were: Matthew T. Sternberg, Executive Director; David M. Brazina, Deputy Director; Teresa Danforth, Housing Services Director; Aimee Tyson, Community Development Director; and Marian Joyce, Secretary.  Also present: Beth Hoppman, GN Management, Inc.; Barry Newhart, GN Management, Inc.
 

Ms. Stewart called the meeting to order at 4:32 p.m.

 

Public Comment – None

 

Minutes of the January 2008 meeting were approved. The motion was made by Mr. Shultz, second by Mr. Murray and unanimously accepted. 

 

Bills or Communications – None

 

Report of the Executive Director – is attached hereto, and made a part hereof.
Mr. Sternberg referred the Board to the Housing Monthly Activity & Status Reports and Ms. Danforth, Housing Director, noted that the Authority was interviewing heavily and issuing a large number of vouchers in order to regain its high-performance lease-rate status.

 

The Financial Report for the month of January was approved on a motion by Mr. Shultz, second by Mr. Murray, and unanimously accepted.

1) The Board approved a Resolution adopting the SEMAP certification resolution for Fiscal Year 2007 (which assesses the Authority’s performance in administering the Housing Choice Voucher rental assistance program). Ms. Danforth answered questions from the Board. She explained that HUD scored the Authority based on 14 indicators: - the first eight indicators related to in-house administration of programs; the remaining six indicators were scored based on our electronic submissions. The motion was made by Mr. Shultz, second by Mr. Murray and unanimously carried. (A copy of said Resolution [Mar 08 #1] is attached hereto, and made a part hereof).

 

NOW, THEREFORE, BE IT RESOLVED by the Board of the Lancaster County Housing Authority to approve the attached Section 8 Management Assessment Program Certification for the fiscal year ending December 31, 2007.

 

Other Business – None

 

Ms. Stewart announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, March 25, 2008, at 4:30 p.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 202 North Prince Street, Suite 400, Lancaster, PA. 

 

The meeting was adjourned at 4:43 p.m.
