infrastructure
SEWER
AND WATER SYSTEMS
Assisting
low and moderate income communities in providing clean water supplies and
environmentally safe sanitary sewer systems is a high priority of Lancaster
County’s Community Development Program. Because of the diversity between
the rural and urban areas of the County, meeting the water and sewer needs of
each community requires a flexible approach. |

Funds can be used for the following
purposes:
-
Extension
of sewage collection lines
-
Construction
of sewage treatment plants
-
Installation
of new sewage collection systems
-
Extension
of water lines beyond areas currently being served
-
Construction
of new water filtration and distribution systems
STREET
IMPROVEMENTS Municipalities can apply for funds to make
various street improvements in low and moderate income areas. The
following activities are eligible for assistance:
-
Roadway
improvements, including reconstruction, and curb and sidewalk
improvements
-
Drainage
and storm sewer improvements
-
Bridge
replacements and repairs
PROGRAM POLICIES
-
Projects must
be designed to serve those areas of the community with the highest
percentage of low and moderate income persons
-
A maximum of
$250,000 will be granted to any one project
-
A minimum of
20% of the total project cost must be financed through non-Community
Development sources of funding
-
funds cannot
be used to pay for engineering, legal, right-of-way, and/or advertising
costs
-
Sewer and
water system extensions and construction of new facilities must receive the
endorsement of the Lancaster County Planning Commission before a final
commitment of funding will be issued.

Organizations are notified of the availability of funds for
community facilities projects in the spring of each year.
Funding is generally available beginning in January of the following
