Fiscal Year 2006 CDBG Funds Allocated to
Human Services Projects

The citizens’ allocation process for the County Community Development Block Grant (CDBG) was completed on May 2, 2006. A total of $525,000.00 in CDBG funds were allocated to 13 different human service projects that serve low and moderate income persons in Lancaster County. Also, due to additional CDBG funds that became available in late June, 2006, an additional $80,000 was allocated to nine (9) other human services projects, for a total 2006 CDBG allocation to human service projects of $605,000.00.  These 22  projects, their funding levels, and a brief description of each are listed below.  Contracts began July 1, 2006.

DOMESTIC VIOLENCE SERVICES OF LANCASTER COUNTY

FY 2006 Funds Requested:  $83,700
CDBG Funds Recommended:  $64,000

Community Action Program of Lancaster County provides services to victims of domestic violence and their dependents, including: 24-hour protective shelter, individual and group counseling, legal advocacy, food, children’s programming, information and referral. 

SHELTER TO INDEPENDENT LIVING

FY 2006 Funds Requested:  $38,595
CDBG Funds Recommended: $23,000

Tabor Community Services provides counseling, advocacy, and housing education for the homeless in Lancaster County, to assist homeless households to move from area shelters directly into permanent housing.  

MEDICAL AND DENTAL SERVICES

FY 2006 Funds Requested:  $75,000
CDBG Funds Recommended: $62,000

The Welsh Mountain Medical and Dental Center provides subsidized medical and dental services to low and moderate income persons on a sliding fee scale. 

 PREGNANCY AND PARENTING CENTER

FY 2006 Funds Requested:  24,388
CDBG Funds Recommended: $17,000

Family Service provides prenatal and postnatal services for pregnant teens and adolescent parents, including: group education, case management, counseling, support groups, information and referrals, pregnancy testing, child abuse and developmental screenings and transportation

COMPREHENSIVE PRIMARY MEDICAL AND DENTAL SERVICES

FY 2006 Funds Requested:  $80,100
CDBG Funds Recommended:  $48,000

SouthEast Lancaster Health Services provides general medical and dental services on an appointment and emergency basis to low income families on a sliding fee scale. 

LEGAL REPRESENTATION TO LOW-INCOME RESIDENTS OF LANCASTER COUNTY

 FY 2006 Funds Requested:  $85,000
CDBG Funds Recommended:  $50,000

MidPenn Legal Services provides free legal services in civil matters to low-income individuals and families living in Lancaster County.  

REPRESENTATIVE PAYEE PROGRAM

FY 2006 Funds Requested:  $34,036
CDBG Funds Recommended:  $24,000

Neighborhood Services provides representative financial services for the elderly and for special needs populations, such as developing budgets, paying bills, providing clients with an allowance and financial/life skills coaching. 

RENTAL COUNSELING TO PREVENT HOMELESSNESS

FY 2006 Funds Requested:  $70,341
CDBG Funds Recommended:  $39,000

Tabor Community Services provides housing counseling and case management to low income families at risk of becoming homeless.   

OUTREACH AND CASE MANAGEMENT

FY 2006 Funds Requested:  $75,742
CDBG Funds Recommended: $62,000

Community Action Program of Lancaster County provides emergency assistance, crisis intervention and other services to disadvantaged families throughout Lancaster County.
 
CASE MANAGEMENT AND SUPPORTIVE SERVICES

FY 2006 Funds Requested:  $42,000
CDBG Funds Recommended:  $18,000

The Gathering Place provides physical, emotional and spiritual care to the HIV community in Lancaster and helps to maintain and/or enhance hope, dignity, self-sufficiency and quality of life to people living with HIV disease and their families 

 FAMILY INTERVENTION AND TREATMENT SERVICES 

FY 2006 Funds Requested:  $116,958
CDBG Funds Recommended:  $63,000

The Boys & Girls Club of Lancaster provides counseling services for families at-risk of child abuse/neglect or families with youth at-risk for delinquent behavior. 

COLUMBIA CLUBHOUSE                        

FY 2006 Funds Requested:  $110,482
CDBG Funds Recommended:  $45,000

The Boys & Girls Club of Lancaster provides a comprehensive recreational, educational and developmental program for youth ages 6-18 years old in Columbia Borough.

SUPPORTED HOUSING AND OUTREACH PROGRAM                    

FY 2006 Funds Requested:  $15,500
HSDF Funds Recommended:  $10,00

The Lodge, Inc. of Pennsylvania provides non-facility based housing and supportive services to homeless families and individuals who suffer from serious mental illness. 

CASE MANAGEMENT SERVICES FOR THE DEAF AND HARD-OF-HEARING

FY 2006 Funds Requested: $ 7,500
CDBG Funds Recommended: $ 4,500
 

Deaf and Hard-of-Hearing Services of Lancaster County provides case management, advocacy and referral services for deaf and hard-of-hearing clients throughout Lancaster County. 

SEXUAL ASSAULT PREVENTION AND COUNSELING CENTER

FY 2006 Funds Requested:  $40,000
CDBG Funds Allocated:  $11,000

YWCA of Lancaster provides crisis intervention, counseling and referral services to victims of sexual assault. Funds to be used to serve children under the age of 18.

FY 2006 Funds Requested:  $11,205
CDBG Funds Allocated:  $ 5,825                                                                    

Tabor Community Services provides a long-term transitional housing facility for homeless mothers (and their dependent children) who have completed a residential treatment program for substance abuse. 

CLARE HOUSE CASE MANAGEMENT SERVICES

FY 2006 Funds Requested:  $15,000
CDBG Funds Allocated:  $ 4.685

Clare House provides assessment, goal-setting, case management, referrals and aftercare support to both women with children and other single women to enable them to return to permanent housing.   

FAMILY SELF-SUFFICIENCY

FY 2006 Funds Requested:   $16,271
CDBG Funds Allocated:   $8,950

Tabor Community Services provides skills and resources to families enabling them to become self-sufficient within five years of entering the program. All participants must be on the County’s Section 8 Rental Assistance Program. 

LANCASTER COUNSELING CENTER 

FY 2006 Funds Requested: $8,000
CDBG Funds Allocated:: $4,160

Catholic Charities provides affordable, accessible and high quality mental health counseling services to individuals, couples and families through its outpatient psychiatric clinic.  

LANCASTER INTENSIVE DAY TREATMENT

FY 2006 Funds Requested:  $32,887
CDBG Funds Allocated:  $19,730

Catholic Charities provides a highly structured, fully integrated program for children, ages 9 to 16, who have serious difficulties in school and have not been helped by less restrictive approaches.  

CRISPUS ATTUCKS EMERGENCY SHELTER

FY 2006 Funds Requested:  $20,000
CDBG Funds Allocated:  $ 8,170

Crispus Attucks Community Center provides emergency shelter, case management and referrals (drug and alcohol treatment, job training/employment and GED/education) to homeless individuals and families, encouraging them to work towards self-sufficiency. 

TRANSITIONAL LIVING CENTER (TLC)          

FY 2006 Funds Requested:  $20,930
CDBG Funds Allocated:  $12,290

TLC provides transitional housing, education and supportive services to homeless individuals, couples and families, empowering them to secure permanent housing and achieve independent living.
