Fiscal Year 2005 CDBG and HSDF Funds
Allocated to Human Services Projects

The allocation process for the County Community Development Block Grant (CDBG) and Human Services Development Funds (HSDF) was completed on June 1, 2005. A total of $596,817 in CDBG funds and $302,400 in HSDF were allocated to 22 different human service projects that serve low and moderate income persons in Lancaster County. The projects, their funding levels, and a brief description of each are listed below.  Contracts will begin July 1, 2005.

DOMESTIC VIOLENCE SERVICES OF LANCASTER COUNTY

FY 2005 Funds Requested:  $90,000
CDBG Funds Recommended:  $83,700

Community Action Program of Lancaster County provides services to victims of domestic violence and their dependents, including: 24-hour protective shelter, individual and group counseling, legal advocacy, food, children’s programming, information and referral. 

SHELTER TO INDEPENDENT LIVING

FY 2005 Funds Requested: $86,931 CDBG Funds Recommended: $28,595 HSDF Funds Recommended: $10,000

Tabor Community Services provides counseling, advocacy, and housing education for the homeless in Lancaster County, to assist homeless households to move from area shelters directly into permanent housing.  

SEXUAL ASSAULT PREVENTION AND COUNSELING CENTER

FY 2005 Funds Requested:  $50,964
CDBG Funds Recommended:  $20,000
HSDF Funds Recommended: $ 3,464

YWCA of Lancaster provides crisis intervention, counseling and referral services to victims of sexual assault. Funds to be used to serve children under the age of 18.

MEDICAL AND DENTAL SERVICES

FY 2005 Funds Requested:  $90,500
CDBG Funds Recommended: $70,875

The Welsh Mountain Medical and Dental Center provides subsidized medical and dental services to low and moderate income persons on a sliding fee scale. 

PREGNANCY AND PARENTING CENTER

FY 2005 Funds Requested:  $54,781
CDBG Funds Recommended: $25,334

Family Service provides prenatal and postnatal services for pregnant teens and adolescent parents, including: group education, case management, counseling, support groups, information and referrals, pregnancy testing, child abuse and developmental screenings and transportation.

JUBILEE HOUSE 

FY 2005 Funds Requested:  $21,676
CDBG Funds Recommended:  $11,205

Tabor Community Services provides a long-term transitional housing facility for homeless mothers (and their dependent children) who have completed a residential treatment program for substance abuse. 

COMPREHENSIVE PRIMARY MEDICAL AND DENTAL SERVICES

FY 2005 Funds Requested:  $99,475
CDBG Funds Recommended:  $77,760

SouthEast Lancaster Health Services provides general medical and dental services on an appointment and emergency basis to low income families on a sliding fee scale. 

LEGAL REPRESENTATION TO LOW-INCOME RESIDENTS OF LANCASTER COUNTY

CDBG Funds Recommended:  $70,000

MidPenn Legal Services provides free legal services in civil matters to low-income individuals and families living in Lancaster County.  

CLARE HOUSE CASE MANAGEMENT SERVICES

FY 2005 Funds Requested:  $15,000
CDBG Funds Recommended:  $ 8,370

Clare House provides assessment, goal-setting, case management, referrals and aftercare support to both women with children and other single women to enable them to return to permanent housing.   

REPRESENTATIVE PAYEE PROGRAM

FY 2005 Funds Requested: $52,000
CDBG Funds Recommended: $10,000 HSDF Funds Recommended: $ 8,068

Neighborhood Services provides representative financial services for the elderly and for special needs populations, such as developing budgets, paying bills, providing clients with an allowance and financial/life skills coaching. 

CASE MANAGEMENT SERVICES FOR THE DEAF AND HARD-OF-HEARING

Deaf and Hard-of-Hearing Services of Lancaster County provides case management, advocacy and referral services for deaf and hard-of-hearing clients throughout Lancaster County. 

RENTAL COUNSELING TO PREVENT HOMELESSNESS

Tabor Community Services provides housing counseling and case management to low income families at risk of becoming homeless.   

FAMILY SELF-SUFFICIENCY

Tabor Community Services provides skills and resources to families enabling them to become self-sufficient within five years of entering the program. All participants must be on the County’s Section 8 Rental Assistance Program. 

LANCASTER COUNSELING CENTER

CDBG Funds Recommended: $8,000

Catholic Charities provides affordable, accessible and high quality mental health counseling services to individuals, couples and families through its outpatient psychiatric clinic.  

OUTREACH AND CASE MANAGEMENT

FY 2005 Funds Requested:  $73,532
HSDF Funds Recommended: $65,000

Community Action Program of Lancaster County provides emergency assistance, crisis intervention and other services to disadvantaged families throughout Lancaster County.

LANCASTER INFORMATION CENTER (LINC)

FY 2005 Funds Requested: $20,000
HSDF Funds Recommended: $18,000

United Way of Lancaster County provides comprehensive and computerized information and referral services and a database of human services available within the County. 

ELEMENTARY AND YOUTH SUPPORT PROGRAM

FY 2005 Funds Requested:  $83,000
HSDF Funds Recommended:  $63,495

The Council on Drug & Alcohol Abuse provides early intervention for children and families at risk for alcohol, drug dependencies, and other health damaging behaviors.

The Gathering Place provides physical, emotional and spiritual care to the HIV community in Lancaster and helps to maintain and/or enhance hope, dignity, self-sufficiency and quality of life to people living with HIV disease and their families 

LANCASTER INTENSIVE DAY TREATMENT

FY 2005 Funds Requested:  $47,710
CDBG Funds Recommended:  $17,887
HSDF Funds Recommended:  $15,000

Catholic Charities provides a highly structured, fully integrated program for children, ages 9 to 16, who have serious difficulties in school and have not been helped by less restrictive approaches.  

CRISPUS ATTUCKS EMERGENCY SHELTER

FY 2005 Funds Requested:  $40,000
CDBG Funds Recommended:  $16,000
HSDF Funds Recommended:  $10,000

Crispus Attucks Community Center provides emergency shelter, case management and referrals (drug and alcohol treatment, job training/employment and GED/education) to homeless individuals and families, encouraging them to work towards self-sufficiency.

The Boys & Girls Club of Lancaster provides counseling services for families at-risk of child abuse/neglect or families with youth at-risk for delinquent behavior. 

BRIGHT SIDE OPPORTUNITIES TECHS FOR TOMORROW PROGRAM

The Bright Side Opportunities Center provides sessions on computer technology and software, sound studio recording and digital imagery, as well as life skills and SAT preparation, targeting the at-risk youth in southwest Lancaster City. Also provided are weekly individual, family and group counseling and home visits
