Fiscal Year 2007 CDBG Funds Allocated to
Human Services Projects
The citizens’ allocation process for the County Community Development Block Grant (CDBG) was completed on April 18, 2007. A total of $560,000.00 in CDBG funds were allocated to 20 different human service projects that serve low- and moderate-income persons in Lancaster County. These 20 projects, their funding levels, and a brief description of each are listed below. Contracts began July 1, 2007.
DOMESTIC VIOLENCE SERVICES OF LANCASTER COUNTY

Community Action Program of Lancaster County provides services to victims of domestic violence and their dependents, including: 24-hour protective shelter, individual and group counseling, legal advocacy, food, children’s programming, information and referral.

Catholic Charities provides a highly structured, fully integrated program for children, ages 9 to 16, who have serious difficulties in school and have not been helped by less restrictive approaches.

A panel of human services professionals met and reviewed applications for funding requests for fiscal year 2007-2008 Emergency Shelter Grant (ESG) funds on September 27, 2006 and made funding recommendations based on what was then projected to be the Authority’s 2007 ESG allocation from the U.S. Department of Housing and Urban Development (HUD). When this allocation was subsequently received, the monies designated for ESG grants were more than anticipated, so the funding levels listed below are the final, revised allocation amounts, along with a brief description of each project funded:
CLARE HOUSE

Clare House
operates two transitional shelter facilities, one that targets women with
children and the other single women. Both shelters offer clients a 90- to
120-day intensive program including: case management, information and
referral, daily support and guidance, parenting and nutrition classes, children
and family activities, case management and aftercare. ESG funds will be used
for operational support ($10,000) and essential services ($5,000).

This Community Action program of Lancaster County program provides comprehensive services to victims of domestic violence and their dependent children and serves as advocates in educating the local community to the issues of domestic violence. ESG funds will be used to pay for operating expenses for DVS’ Shelter for Abused Women.
UNITED VETERANS BEACON HOUSE

Located in Akron Borough, United Veterans Beacon House, Inc. provides transitional housing to homeless veterans, as well as assistance and time to locate employment, and the support to maintain a stable, drug-free lifestyle that will help veterans to return to society as valued and productive citizens. ESG funds will be used toward operating costs.
CRISPUS ATTUCKS EMERGENCY SHELTER

Crispus Attucks Community Center operates a 20-bed emergency shelter for homeless men, women and children. ESG funds will be used for operational costs ($16,400) and essential services ($13,430) to provide case management to residents of the shelter to enable them to access permanent affordable housing.
TRANSITIONAL LIVING CENTER (TLC)

TLC provides transitional housing for single men and women, couples and families. In addition, clients receive individual guidance and support to empower them with the skills and discipline necessary to gain long-term self-sufficiency and permanent housing. TLC offers fifty-four (54) rooms. ESG funds will be used to cover a portion of the operations.

This Tabor Community Services, Inc. program provides housing counseling, case management, information and referral, and advocacy and education to homeless families residing in emergency shelters and transitional housing facilities in order to assist them in finding housing and becoming self-sufficient. ESG funds will be used to pay for essential services.

In addition
to the above-listed CDBG and ESG projects to be funded in Fiscal Year 2007, two
new programs are proposed, as well. The first is
called ADA Accessibility Improvements that will increase accessibility
for persons with physical disabilities in public facilities, owner-occupied
housing units and rental housing units. The total cost of this program will be $412,500.
The second program proposed is called the Perry Street Improvements Project which will provide $200,000 toward public improvements on the 300 block of Perry Street in the Borough of Columbia. The funding for this program will come from Local Option Contingency Funds.
