Proposed Funding

 

The Lancaster County Redevelopment Authority each year publishes a document titled the Annual Action Plan, which details how the County intends to spend the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG) and HOME Investment Partnership (HOME) funds allocated from the U. S. Department of Housing and Urban Development (HUD).  The Authority’s Board of Directors endorsed the following projects on October 25, 2005 and the County Commissioners, in turn, approved the projects on November 2, 2005.  Projects were scheduled to begin sometime after January, 2006.

County Community Development Block Grant funds enable municipalities and organizations to leverage other funds for these projects.  For example, in Public Improvements/Infrastructure Projects alone, the $1,115,283 in CDBG funds that were awarded brought an additional $1,295,762 in leveraged funds into Lancaster County.

SIXTH STREET IMPROVEMENTS PHASE II

Continuation of 2005 project in Columbia Borough to improve storm water management along Sixth Street.  Located on Sixth Street from Locust to Walnut Streets.  Project includes piping for six inlets, pavement resurfacing, curbing sidewalk and handicapped ramps that will benefit 46 properties along the street.

 

SPRUCE STREET NEIGHBORHOOD IMPROVEMENT PROJECT

Project involves the reconstruction of the road surface along Spruce Street between Lititz Springs Park and West Orange Street in Lititz Borough.  Project also includes curb replacement and tree and stump removal.

 

Water and Sewer Improvements

Project involves the extension of a sanitary sewer line along Route 30 from the National Christmas Center east to Kinzers Road to the western property line of Stock Corporation, benefiting 22 residential properties.

LANCASTER COUNTY HEALTH AND WELFARE FOUNDATION HVAC IMPROVEMENTS - PHASE IV

Project involves improvements in the “D” wing of the facility, including a cooling unit and electric terminal reheat and ducted air distribution.  Also rooftop HVAC unit and requisite ducting added for the major conference room, along with replacement of ceiling panels and energy efficient lighting fixtures.

 

LANCASTER COUNTY YWCA FIRE AND SAFETY, FOUNDATION REPAIR

Project will extend sprinkler system from basement to attic to meet safety requirements (attic is directly above transitional housing facility that serves 38 homeless women and children).  Also will repair two foundation walls that are crumbling and leaking from pool.

 

WELSH MOUNTAIN HOME WASTE WATER TREATMENT FACILITY

Welsh Mountain Home is an elderly and special needs facility that provides personal care to 42 low income persons.  New wastewater treatment facility will replace on-lot sand mound sewer system that is at capacity and enable Welsh Mountain to expand home for 17 additional residents.

Community Action Program of Lancaster County Weatherization Program provides residential energy conservation measures which will result in a reduction of energy consumption costs and sustain decent affordable housing for low- and moderate-income homeowners.  The program will serve eighty (80) residential units in the County, outside the City of Lancaster.

 

HOME IMPROVEMENT PROGRAM

This Lancaster County Redevelopment Authority program provides financial and technical assistance to lower income homeowners to rehabilitate their homes to meet current building codes and sustain decent affordable housing.  $215,000 of this amount will be used for administration of the program.

 

HOMEOWNER’S ASSISTANCE PROGRAM

This Lancaster County Redevelopment Authority program provides financial assistance to approximately fifteen (15) low- and moderate-income homeowners to assist with the cost of municipally-mandated improvements, such as curb and sidewalk replacement or the installation of water and sewer lines.

 

COMMUNITY HOMEBUYER  PROGRAM

Lancaster Housing Opportunity Partnership (LHOP) will assist approximately twenty (20) income-eligible homebuyers to purchase a home in the County, outside the City of Lancaster.  CDBG funds will be provided for down payments, closing costs and second mortgages.

 

AMERICAN DREAM DOWNPAYMENT INITIATIVE

The Lancaster County Human Relations Commission operates an educational, investigative and legal enforcement program to promote fair housing and to achieve compliance with existing fair housing laws.

The Lancaster County Redevelopment Authority will acquire four (4) vacant, blighted properties in the County of Lancaster (outside the City of Lancaster) and sell them to private developers to rehabilitate and resale them to first-time homebuyers or make them available for rental housing.

Homeless Prevention Activities

DOMESTIC VIOLENCE SERVICES OF LANCASTER COUNTY

This Community Action Program of Lancaster County program provides comprehensive services to victims of domestic violence and their dependent children and serves as advocates in educating the local community to the issues of domestic violence.  ESG funds will be used to pay for shelter operating expenses.

This Tabor Community Services, Inc. program provides housing counseling, case management, information and referral, and advocacy and education to homeless families residing in emergency shelters and transitional housing facilities in order to assist them in finding housing and becoming self-sufficient.  ESG funds will be used to pay for essential services.         

 

CRISPUS ATTUCKS COMMUNITY CENTER EMERGENCY HOMELESS SHELTER

Crispus Attucks Community Center operates a 20-bed emergency shelter for homeless men, women and children.  ESG funds will be used for essential services to provide case management to residents of the shelter to enable them to access permanent affordable housing.  ESG funds will also be used for operational costs. ($14,557 for operations and $11,388 for essential services)

 

CLARE HOUSE

Clare House operates two transitional shelter facilities, one that targets women with children and the other single women.  Both shelters offer clients a 90- to 120-day intensive program including case management, information and referral, daily support and guidance, parenting and nutrition classes, children and family activities, and aftercare.  ESG funds will be used for operational support ($9,090) and essential services ($4,549).

 

TRANSITIONAL LIVING CENTER

Transitional Living Center (TLC) provides transitional housing for single men and women, couples and families.  In addition, clients receive individual guidance and support to empower them with the skills and disciplines necessary to gain long-term self-sufficiency and permanent housing.  TLC offers fifty-four (54) rooms.  ESG funds will be used to cover a portion of the operations.

 

 

UNITED VETERANS BEACON HOUSE

United Veterans Beacon House, Inc., located in Akron Borough, provides transitional housing to homeless veterans, as well as assistance and time to locate employment, and the support to maintain a stable, drug-free lifestyle that will help the veteran to return to society as a valued and productive citizen.  ESG funds will be used toward operating costs.

 

Economic Development Activities

ASSETS BUSINESS TRAINING PROGRAM

ASSETS (A Service of Self-Employment Training and Support) offers small business training in both English and Spanish for micro-enterprises, one-on-one mentoring, small business loans and other technical support.  Approximately thirteen (13) County micro-enterprises will be helped to sustain their businesses.

 

 

COMMUNITY FIRST FUND, INC.

Community First Fund, Inc. provides technical assistance and loans to start-up or existing micro-enterprises.  Eight (8) new business loans are expected to be made to micro-enterprises, creating new jobs to be provided to low- and moderate-income people to help them to sustain their businesses.

 

 

LANCASTER COUNTY ENTREPRENEURIAL DEVELOPMENT PROGRAM

BASE, Inc. offers business counseling, technical assistance, seminars, and resources at the one-stop entrepreneurial center.  The project proposes to assist seventy-five (75) low- and moderate-income entrepreneurs to sustain their business.

 

 

LANCASTER COUNTY MICRO-ENTERPRISE ASSISTANCE PROGRAM

The Lancaster County Redevelopment Authority, through Community First Fund, will provide gap financing to approximately five (5) new or existing micro-enterprises located in Lancaster County, outside of the City of Lancaster, to help them to sustain their businesses.   Loan funds may be used for working capital, acquisition, construction, rehabilitation or the purchase of equipment.

 

 

 Public Service Activities

Provides coordinated and comprehensive basic human services for low- and moderate-income families and persons with emphasis on assisting those programs which serve the needs of residents living in neighborhoods in which other CDBG-funded activities are concentrated.

Applications from non-profit human services agencies and organizations were due in February 2006, and funding decisions will be made by a citizens’ allocation panel by April 2006.  Contracts will begin July 1, 2006.

The Lodge, Inc. of Pennsylvania provides non-facility based housing and supportive services to homeless families and individuals who suffer from serious mental illness.
