Notice of Proposed Statement of Activities

January 13, 2014

TO: MUNICIPAL SECRETARIES, COMMUNITY ORGANIZATIONS AND CONCERNED CITIZENS

The County of Lancaster will be using approximately $2,625,000 in federal Community Development Block Grant (CDBG) funds, $1,325,000 in HOME Investment Partnerships Program (HOME) funds, and $183,000 in Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). In addition, the County of Lancaster will also be using approximately $350,000 in program income and $875,000 in reprogrammed prior year’s funds to support the County’s fiscal year 2014 Consolidated Community Development Block Grant (CDBG) program, HOME program and ESG program.  The CountyCommissioners have designated the Redevelopment Authority of the County of Lancaster as the administering agency of these funds.

In certain cases, HUD will not release funds for a particular activity until an environmental assessment of that activity is completed.  Those activities for which the Redevelopment Authority expects to complete environmental assessments are listed below:

  • Rental Housing Program – New Construction – Brunswick Farms Apartments – Manor Township
  • Public Facilities and Infrastructure Improvements Program – Mt. Hope Nazarene Retirement Community Sewer Treatment Plant – Rapho Township
  • Public Facilities and Infrastructure Improvements Program – Refton Sanitary Sewer System – Strasburg Township

The Redevelopment Authority must also confirm that several activities are within the established parameters of existing environmental assessments.  If the activities are not within the parameters of existing environmental assessments, the existing assessment will be amended or a new environmental assessment will be undertaken.  These activities are listed below:

  •  Public Facilities and Infrastructure Improvements Program – YWCA Window Replacement and Pool Infill – City of Lancaster
  • Public Facilities and Infrastructure Improvements Program – East Main Street Storm Water Improvements Phase 2 – West Earl Township
  • Public Facilities and Infrastructure Improvements Program – West Stiegel Street/South Penn Improvements Project Phase 1 – Manheim Borough
  • Public Facilities and Infrastructure Improvements Program – West Frederick Street Infrastructure Improvement Phase 3 – Millersville Borough
  • ADA Accessibility Improvements Program – Owner Occupied Units
  • ADA Accessibility Improvements Program – Renter Occupied Units
  • Home Repair Program – City of Lancaster Projects – Activities to be Determined
  • Home Repair Program – County of Lancaster Projects – Activities to be Determined

The Redevelopment Authority has determined that the following activities are Categorically Excluded or Exempt from the requirements of the National Environmental Policy Act (NEPA):

  •  CDBG General Administration
  • CDBG Indirect Administration
  • CDBG Public Information Administration
  • Community Homebuyer Program – City of Lancaster
  • ESG14 Program Administration
  • ESG14 Homelessness Prevention

This notice, in accordance with the Advisory Council on Historic Preservation, Section 106 Review Process, will serve as the County’s notification to groups or individuals that historic and archaeological resources may be affected by the above activities which are not Exempt or Categorically Excluded from NEPA, and said groups or individuals are invited to inform us of their interest in specific activities, and to submit comments or concerns to the address noted below.
