Purpose
The purpose of this program is to allow the Redevelopment Authority of the County of Lancaster (the “Redevelopment Authority”), in conjunction with the Lancaster County Planning Commission, to implement redevelopment as authorized by Urban Redevelopment Law, Act of May 24, 1945, (P.L. 991, No. 385), as amended. The primary purpose of this program is to allow redevelopment of property buildings, and facilities by the Redevelopment Authority, or by a nonprofit organization, or by the private sector with the assistance and oversight of the Redevelopment Authority. Such activities may include, without being limited to, redevelopment, renewal, rehabilitation, housing, conservation, urban beautification or comprehensive programs for the development of entire sections or neighborhoods. The provisions of the program may be applied to residential, commercial, and industrial redevelopment. The program shall be available throughout the Redevelopment Authority’s entire field of operations.
Use Compatibility
Financial assistance may be provided to residential, commercial, or industrial redevelopment projects only where such projects are permitted under current zoning requirements. For purposes of this program, such projects are considered appropriate if they are listed as permitted uses, special exception uses, or conditional uses in the zoning district in which the project site is located. The existence of this program does not alter or invalidate the uses for real estate as provided in any municipal zoning ordinance.
Residential Projects
Residential project may be undertaken by the Redevelopment Authority, by a nonprofit organization, or by the private sector, and may be financed to assist in one or more of the following activities:
- Acquisition and related costs
- Rehabilitation
- Construction
- Demolition
- Equipping
- Feasibility analysis
- Environmental analysis and remediation
- Public infrastructure improvements related to the project
Commercial and Industrial Projects
Commercial and industrial projects must by their nature have or offer reasonable likelihood of preventing, reversing, or slowing the deterioration of an area in which they are located. These projects may be undertaken by the Redevelopment Authority, by a nonprofit organization, or by the private sector, and may be financed to assist in one or more of the following activities:
- Acquisition and related costs
- Rehabilitation
- Construction
- Demolition
- Equipping
- Operating expenses
- Feasibility analysis
- Environmental analysis and remediation
- Public infrastructure improvements related to the project
Project Preparation
The Redevelopment Authority may, on its own volition or by request, initiate a project to be implemented under the program. Projects shall be documented to indicate how they will comply with the provisions of the program, how they are consistent with the Comprehensive Plan of the municipality in which the project site is located and the County’s Comprehensive Plan, and contain a financial plan for the Redevelopment Authority to ascertain a sound investment.
Expiration
The program shall expire at the end of ten (10) years from the date of approval of the Planning Commission of the County of Lancaster, unless extended by a majority vote of the Board of Directors of the Redevelopment Authority and a majority vote of the members of the County Planning Commission.
